比国パンパンガ州アラヤット市にある、国道沿いの約5haの農地を転用し、日本企業からの出資によって、日本の土木・建設、農業、医療・福祉・介護、ホテルといった各業界に専門的な訓練を受けた労働力を提供するために、専門的職業訓練・人材育成を目的とした学校を設立するプロジェクトである。

D+Mは、事業を推進している特定非営利活動法人アジア・太平洋まちづくり支援機構（APTAC）の元で、マスタープラン策定やランドスケープデザインに加え、現地建築家やエンジニアのデザイン監修や施工者の監督など、建設プロジェクトの全般的なマネージメントを実施している。また、下田は、プロジェクトを円滑に進めるために、APTACの会長も兼任している。

400メートルに渡って続くメタルフェンスとダイオウヤシの並木からなる国道沿いの景観と、メインゲートからの、エントランスコート、それを囲む3つの校舎、第一校舎越しのアラヤット山への眺望の融合した景観がランドスケープデザインのハイライトとなっている。

This project involves converting approximately 5 hectares of farmland along a national road in Arayat City, Pampanga Province, Philippines, and establishing a school for the purpose of providing specialized vocational training and human resource development, with investment from Japanese companies, in order to provide a specialized workforce for various Japanese industries, such as civil engineering and construction, agriculture, medical/welfare/nursing care, and hotels.

D+M, under the auspices of the non-profit organization Asia Pacific Town Planning Assistance Corporation (APTAC), which is promoting the project, is carrying out the overall management of the construction project, including formulating the master plan, landscape design, supervising the design of local architects and engineers, and overseeing the construction work. Shimoda also serves as chairman of APTAC to ensure the project proceeds smoothly.

In addition to four school buildings and two training and work buildings, four student dormitories, one staff dormitory and a cafeteria will be constructed to provide an environment where students can concentrate on their education, and the plan is to provide a full range of amenities, including a grounds, gym and pool. The highlight of the landscape design is the fusion of the view along the national road, consisting of a 400-meter-long metal fence and rows of giant palm trees, and the view from the main gate to the entrance court, the three school buildings surrounding it, and Mount Arayat beyond the first school building.
